A ceremonial signing took place February 16th, which also coincides with National Teen Dating Violence Awareness Month. Dec 16, 2009 -HB19 PASSES THE SENATE UNANIMOUSLY Jim and Elsa Croucher and Sen. Gary Cates Dec 15, 2009 HB19 PASSES SENATE EDUCATION COMMITTEE UNANIMOUSLY! The Senate Education Committee Chaired by West Chester Sen. Gary Cates, passed HB19 unanimously. Before taking the vote, Ohio State University student Julie Boak testified on behalf of the bill. Julie told her story of how important education is to break the cycle of domestic violence and how the Croucher's assembly on teen dating violence impacted students at her high school. Oct 27, 2009 Crouchers & others testify in Senate Education Committee on HB19 Jim and Elsa Croucher testified in the Senate Education Committee on behalf of HB19 named in honor of their daughter Tina. This was the second hearing for the bill in the committee chaired by Butler County Senator Gary Cates. The Crouchers told their powerful story of Tina's murder and the efforts they have made in educating teens to prevent dating violence. Also testifying - Katie Edwards, an advanced doctoral student in clinical psychology at Ohio University who spoke on behalf of the Ohio Psychological Association in support of HB19- "Given the high rates of dating violence in Ohio and the negative consequences associated with dating violence, primary prevention is critical. Unlike secondary and tertiary prevention efforts which target abuse once it has already occurred, primary prevention efforts target abuse prior to its occurrence. A key component to primary prevention is the creation and implementation of dating violence educational interventions, as recommended in HB 19. In addition to likely decreased rates of dating violence in Ohio, HB 19 will likely result in Also providing powerful testimony was Kenneth Steinman, PhD, MPH, a Clinical Assistant Professor at The Ohio State University College of Public Health. Dr. Steinman testified that teen dating violence is a serious threat to young people in Ohio and that we must mandate school-based programs in order to develop effective prevention efforts! "Teen dating violence is remarkably common. Conservatively, 20,000 young women experienced serious teen dating violence last year, compared to 13,407 who contracted Chlamydia, 12,00 injured in a suicide attempt and 10,000 injured in a motor vehicle accident. Teen dating violence is also consequential. Considerable research suggests that such violence is associated with poor academic achievement, substance use, unhealthy weight control behaviors, sexual risk behaviors, pregnancy, and suicide." May 13, 2009 HB 19 the "Tina Croucher Act" passes the House 62-35!!! The House Education Committee conducted 3 hearings on HB 19, the "Tina Croucher Act." CADV's Jim & Elsa Croucher and Bridget Mahoney provided testimony in support of the measure and were present for the passage of the bill during a House Floor Vote.

Sandra Stabile Harwood (D-Niles) has introduced HB19 which will require school districts to adopt a dating Feb 2009 Attorney General Cordray backs teen dating abuse legislation Ohio Attorney General Richard Cordray is supporting HB 19 and HB 10. Atty Cordray announced his support at a recent press conference at the Statehouse.“Too often, teens find themselves in abusive relationships,” Cordray said. “These bills would help teens recognize what teen dating abuse is and allow those who are threatened by abuse to seek help.” CADV's Elsa Croucher spoke on behalf of Tina's Law telling the group that she and Jim are honored to have the bill named after their daughter.
